Considering, Torchic's weaknesses, Skitty is the best partner. With access to Charge Beam and Grass Knot from the beginning, Skitty starts out already covering Torchic's weaknesses to Water-, Rock-, and Ground-type moves.
On top of that, Skitty also has access to a wide range of moves like Ice Beam that cover Pokemon types that Torchic can't hit as hard.

Substitute | Normal | You'll create a Substitute if you have more than half your max HP. Every time you use this move, your HP decreases. When you create a Substitute, you won't be targeted by enemies, but you can't use moves or items, and you can't restore your HP naturally. |
