Its not broken but its also not that useful. Its getting cheaper if you upgrade it, don't know why you should have a mod like this cause they are Catalysts. Its the same with Red Mods, they get cheaper instead of getting better stats.
Same for me but lowered my module count by one for every level.
module seems broken and wont upgrade... stays at 8.5% even upgraded
