Top Shielder, Anti-Silence Protector, and Secondary DPS Threat
If you have been looking at the top-ranked players in your world's Battle League (or the Legend League), then you may have noticed Uniform A.A. in many of their teams. This is because of her niche (and it's a very good one as niches go): If she has her unique weapon at UR rarity, she gives her allies shields equal to 100% of their max HP - which virtually gives them a second HP bar.
This is a boon for many players who want to increase the survivability of their main DPSs, and Uniform A.A.'s status as a Radiance witch makes this boon fairly universal for many kinds of teams. Chaos teams can have her, slow comps can have her, even Crimson comps can have her. There is very little reason not to have Uniform A.A. in your team, especially if you are doing serious PvP as everyone else will most likely have her too.
Uniform A.A. also keeps your main DPS carries safe from anyone trying to silence them all on the first turn with her Silence Immunity buff. This substantially decreases the threat of Lunalynns and other silencers in the Battle League.
Last, but not least, Uniform A.A. is no slouch as a secondary DPS, capable of dealing damage equal to 1790% of her ATK (if she has her unique weapon at LR rarity). Her attacks also have a nice feature of dealing one more additional attack if they happen to break a Multi-Barrier.
Low SPD, Can't Act As a Carrier on Her Own
Uniform A.A. does have some limitations, however. One of the most glaring ones is her SPD, which sits at 2,607 assuming she's at LR rarity. This is counterbalanced somewhat by her being a tank (she has 80% damage cut until turn 4, then 60% afterward), so she'll most likely survive hits even if she doesn't attack first.
Must-Get PvP Witch
Uniform A.A. is one of the most useful witches released in recent memory, especially for PvP. Her shields and silence immunity buffs are too powerful to ignore at this point in the game's lifespan, so if she has a rerun, we recommend pulling for at least one copy of her (and getting her unique weapon to UR) if you want to use her as a support. If you want her as a secondary DPS, then you will have to get her all the way to LR for the stat boosts.

Focus on Defensive Runes
If you intend to use Uniform A.A. as a support unit (shields, silence immunity) rather than a DPS, then focus on giving her defensive runes that will make her live longer to see the fight through. HP and STA should make her shield bigger (and let her survive more hits), while Debuff RES and CRIT RES protect her from debuffs and extra damage respectively.
Give ATK/PM. DEF Break/CRIT Runes if Used as Secondary DPS
If you intend to use her as a secondary DPS, then give her MAG, ATK, CRIT, and PM DEF Break Runes if you can spare them.
