Rusalka is one of the better main attackers you can field in PvP battles because of her ability to raise herself from the dead, spam her active skills with no skill cooldown, and buff her PM DEF Break to deal more damage.
Her only weakness is that she's easy to take out once she has revived, and players can field specific characters to kill her quickly in the first turn and then take her down for good immediately afterward.

Rusalka deals high amounts of damage to her enemies by taking advantage of the debuffs they're afflicted with. She's also able to destroy their ability to counterattack by decreasing their damage.
However, both of these skills become devastating once she gets defeated and is revived by her passive skill, "Maiden of Sacrifice." Aside from reviving her, the skill also reduces the cooldown of her skills to 0, allowing her to spam both her active skills until the enemy has been defeated.
The only drawback to this is that she can immediately be defeated if another attacker that can destroy a multi-barrier takes her down immediately after she dies for the first time.

After (or even before) she gets defeated, Rusalka also gets a PM DEF Break buff as well as a CRIT RES buff from her passive skill, "Witch of Torrential Sorrow." If Rusalka is fully leveled, this kicks in once her HP falls below 50%.

One way to deal with Rusalka is to bulk up Amour, put her in front of Rusalka, and make her take as much damage as possible until she revives (having a healer could help). On revival, she would then be able to take out Rusalka if the latter dealt enough damage to her for the first time. Note that this works better the more powerful the Rusalka you're facing is.
Afterward, another attacker on your team could take out Rusalka a second time by breaking her barrier and then dealing damage directly.

Cerberus' Storm of Tartarus skill can outright kill Rusalka two times if she manages to kill her the first time on the second turn with this skill, then its effect "if the target is not defeated by this skill's physical attacks, their remaining HP percentage is 15% or lower, and their current HP is lower than 1500% of Cerberus' ATK, they are immediately defeated" kicks in.

Amour will tank and take most of Rusalka's damage and should be positioned directly in front of wherever she is in the enemy team. Cordie and Florence are your main attackers, and you can choose either one of them (or both if your Merlyn is already above Lv. 200 and can buff both their CRIT and DEF).
You can also bring along another main attacker instead but they have to be able to break through Rusalka's multi-barrier.

Cerberus and Cordie are your main attackers for this fight, with Cerb dealing the killing blow to Rusalka by turn 2 and Cordie whittling her down by the first turn. Soltina is there to soak up damage, while Lunalynn will try to cast Silence (you may reposition her next to Merlyn and displace either Cordie or Cerberus if you need to).

Using just Cordie without any of Rusalka's counters would probably end in defeat for Cordie, as she does not have enough attacks to break a multi-barrier in one sitting. This also goes for other attackers that have a low hit count as well.

Though Florence can probably kill Rusalka both times, she might already have been taken out by the first turn and Rusalka's first skill.
Tips for Beating 【The Witch of Torrential Sorrow】Rusalka
Have Two Attacks Ready
Rusalka is at her most vulnerable and most powerful after revival, so make sure you still have an attacker on the wings that can penetrate her multi-barrier then take her out afterward.
You might even want to take along a witch who can dispel buffs and dispel her barrier before attacking.
Use Instant Death Skills Like With Cerberus
Rusalka's post-revival state leaves her in the perfect condition to be taken out by Cerberus' second active skill. So if you haven't taken her out in the first turn, you will definitely be able to do it in the second.
