Archer is best built as a DPS with ATK and CRIT stats. Use CRIT Rate for Archer's Body since he can get CRIT DMG stats from his Guardian Bonus Ability.
Genius of Brilliant Stars is Archer's best Relic as a Quantum DPS. Since most of Archer's DMG comes from using Skill Points, Tengoku Livestream is his best Planar Ornament.
Most of Archer's DMG will come from consuming all Skill Points during his turn, so SPD stats are unnecessary for him.

Since Archer's attacks are a single hit, getting as close to 100% CRIT Rate is essential to guarantee a critical hit on every attack.
As for CRIT DMG, you will get a lot of it from his Guardian Bonus Ability. Do try to reach at least 120% CRIT DMG for optimal damage.

Archer is a free DPS who consumes a lot of Skill Points to deal massive single-target DMG. His Ultimate has one of the highest multipliers in-game.
In order for Archer to deal the most damage possible, he would need Premium Supports like Sparkle, Cipher, or Silver Wolf. If you have these characters built, you can use your resources to build Archer.
Archer's Light Cone, The Hell Where Ideals Burn, increases his CRIT Rate and ATK stats. It provides more ATK stats the more Archer uses his Skill.
Archer's Light Cone is fairly easy to get if you're pulling in the Warp Banners for Version 3.4 and it's his strongest Light Cone by a mile. If you don't plan on pulling for Archer's Light Cone, you can use Cruising in the Stellar Sea as a free-to-play option.

Archer's best teams consist of allies that provide Skill Points and are generally SP-friendly. It should be noted that turn-advance Supports should have at least 160 SPD to bring the slow Archer in front of the turn order.
Sparkle is undoubtedly Archer's best Support since she provides both Skill Points and turn-advance. Since Archer will consume a lot of Skill Points, using SP-Positive Sustains like Permansor Terrae or Gallagher will make your gameplay comfortable.
Cipher is usually the best option for debuffs and addtional damage. If the enemy isn't weak to Quantum then Silver Wolf is the better option between the two.

Archer Ascension and Trace Materials Guide

Archer's Skill allows him to enter the Circuit Connection state while also dealing damage to a designated enemy. While in Circuit Connection, Archer's turn will not end and he can use his Skill until he runs out of SP.
The more times Archer's Skill is used, the more damage it deals against the enemy.

Archer's Ultimate damages the enemy and also grants him Charges.

Archer's Talent consumes Charges to launch Follow-Up Attacks and recover Skill Points.

Archer's Technique deals damage to all enemies at the start of the battle and grants him a stack of Charge.
