The Hell Where Ideals Burn is great for Hunt characters who use ATK and CRIT Rate. It's great for characters who can easily ramp up the ATK bonus by using their Skills continuously and those who increase the SP limit for the big boost in ATK.
Characters who don't use their Skills often can still use the Light Cone, but will have a slower ramp-up. Characters who can't increase the SP limit will need Sparkle or other characters who do so to utilize the large ATK bonus.
The Hell Where Ideals Burn provides Archer with offensive stats and allows him to easily ramp up the ATK bonus since he uses his Skill repeatedly. The SP limit condition of the Light Cone is also easily met by his kit, which gives him even more ATK to work with.
The Hell Where Ideals Burn is great for Hunt characters who use CRIT stats and can easily ramp up the ATK bonus by mainly using their Skills. If they can't increase the SP limit, they'll need a support or another character who can do so to utilize the huge ATK bonus.
If the character doesn't need CRIT stats or can't utilize the Light Cone's effect properly, then other Light Cones would fit better for them.
