Is Sparxie Worth Pulling?
Sparxie's pull value gets higher if you have Yao Guang and especially Sparkle in your collection.
If you don't plan on getting Yao Guang, Sparxie is still a great character to pull for since there are other viable alternatives such as Tribbie, Cipher, or even the Remembrance Trailblazer.
Should You Pull for Sparxie's Light Cone?
Sparxie's Light Cone, Dazzled by a Flowery World, provides the wearer a CRIT DMG boost and extra Skill Point caps. This also increases the party's Elation when the wearer uses more than three Skill Points.
While Sparxie's Light Cone is a nice quality of life upgrade, you can opt to use Today's Good Luck or Mushy Shroomy’s Adventures.

As an Elation DPS, Sparxie's best Relic set is the Ever-Glorious Magical Girl for the CRIT DMG and Elation DMG. Sparxie's Planar Ornament is the Tengoku Livestream since she will be consuming more than three Skill Points in one turn for the CRIT DMG.
Sparxie wants ATK stats to increase her Elation. Sparxie also wants an Energy Regen rope for sooner Ultimate access and more Punchline generation.
Prioritize CRIT Rate stats over CRIT DMG since Sparxie can get a lot of CRIT DMG from her best allies and her Frenzy! Palette of Truth and Lies Bonus Ability.

Sparxie is best used in a team with other Elation units since her Bonus Ability generates more Punchlines with them. Yao Guang is the only other Elation unit right now and can increase the team's Elation DMG.
Sparkle is essential for this team since Sparxie will want to consume Skill Points for Punchlines. Permansor Terrae is the best Sustain unit for his ATK buffs and SP-friendly playstyle.
