According to the Voice of the Galaxy Developer Notes, players will be able to change Pom-Pom's outfit in Version 2.7! The update is expected to release on December 03, 2024 (UTC-5) if Honkai: Star Rail will continue to follow it's usual 6-week schedule.
Version 2.7 Release Date and Banners
The developer notes state that you will be able to change Pom-Pom's outfit in the Party Car once it's added to the game in Version 2.7.
Currently, there's still no information about how to unlock the upcoming outfits for Pom-Pom.
It's possible that there'll be some options available by default while others can be obtained as a reward like with other Cosmetics. We'll update this page once official details have been announced!
