Lies Dance on the Breeze provides a good SPD increase, which can help Cipher reach the 170 SPD required to activate the second level of CRIT Rate and tally gain increases from her Bonus Ability.
Since Cipher is meant to be built with high CRIT Rate and CRIT DMG stats, she'll also be able to deal stronger critical hits thanks to the Light Cone's DEF shred.
Lies Dance on the Breeze is generally a good option for other Nihility units that require a lot of SPD and act as DEF shred debuffer.
