Bronya	This Light Cone was made for Bronya since it gives her everything she needs in one package. She gets Energy Regen, SP generation after using her Ultimate, and a DMG boost for the ally she used her Skill on, which stacks on top of the DMG boost her Skill already has.
Tingyun	Tingyun works great with this Light Cone as well because of the Energy Regen it provides which helps get her Ultimate back up quicker. It also gives her SP generation after using her Ultimate and the DMG boost for one of her allies after using her Skill.
Asta	Asta does great with this Light Cone as well. The Energy Regen can help get her Ultimate back up much quicker while also letting her recover 1 SP after her Ultimate. As for the DMG boost after using her Skill, it'll require some SPD tuning to make sure the DPS goes after her because her Ultimate also provides SPD.

But the Battle Isn't Over is an amazing Light Cone for Harmony characters due to its high base stats and the utility provided by its ability. With the increase in Energy Regeneration Rate, the wearer can cast Ultimates more frequently.

It also gives a free Skill Point every time the wearer uses their Ultimate, which is useful. While characters like Bronya wouldn't have problems triggering the huge DMG boost that this Light Cone provides, the other characters require some SPD tuning for it to work.

Note that the Light Cone is not recommended for Yukong because her Ultimate doesn't proc its Skill Point regeneration.
