March 7th	March 7th pairs well with Moment of Victory because her single target shield scales with DEF. The Effect Hit Rate boost is also amazing for her since it will increase her chances of freezing enemies using her Ultimate.
Trailblazer (Fire)	Traiblazer (Fire) is also great with Moment of Victory since it boosts the shields they can provide for the party while also allowing them to land their Taunt debuff more thanks to the Effect Hit Rate.

A Moment of Victory is amazing for Preservation characters since it provides everything that a DEF scaling character needs. Being a 5-star Light Cone, it already includes high base stats.

Even if the character does not scale off of DEF, the boost will still make them very tanky and reduce the damage they take. Moment of Victory also boosts the wearer's Taunt value which is amazing for tanks.

Characters who do not have debuffs in their kit like Fu Xuan do not necessarily benefit from the Effect Hit Rate boost. But, A Moment of Victory is still a good Light Cone for them overall.

Moment of Victory is great for Preservation characters due to its high base stats and ability. An F2P 5-star alternative is Texture of Memories, a Light Cone you can get from Herta's Store in the Simulated Universe.
