How to Start Spies Among Us
This side quest is only available if Treviso was saved in A Warden's Best Friend. Additionally, The Dragon Slayer and Where the Dead Must Go main quests must be completed to acquire this side quest.
Once ready, head to the Cantori Diamond in Treviso, and near Viago will be the quest scroll with an exclamation mark above it.

Spies Among Us Objectives
Investigate Venatori Activity in Treviso
Once you have acquired the quest, head out into the city to find a Venatori group maneuvering on a rooftop. Defeat the cultists and pick up a note in the middle of the floor.
Find the Diary's Owner
The note you pick up is a diary that belongs to a Crow named Chance Candide. He is stationed back in the Cantori Diamond, find him there and speak to him.
Chance states that Venatori have been spotted in confidential Crow hideouts, and needs you to find out what the Crow spies have been up to.
Search for Clues
There are a total of three clues you must find for the investigation. All of them being within the Drowned District, each tagged by quest markers.
| Clue | Location |
|---|---|
| 1 |  In the second floor balcony of a building in the southern portion of the Drowned District. |
| 2 |  In the same building towards the west, destroy the breakable barrier in the next room and climb the ladder. The clue will be in the top room. |
| 3 |  Head east or use the beacon near the water, and open the door with a chest inside. The clue will be on top of a table. |
Return to Chance
Head back to the Cantori Diamond and hand Chance the clues you've gathered. He must take some time to decipher the notes, which will start a new quest further down the line.
