I just found one of these in a chest during the quest "Isle of the Gods" after starting the endgame sequence. While the objective still says "Get to the top of the stronghold," right before the elevator.
Other location is at the end of Disrupt and Conquer, the Solas memory in the Crossroads - Heights of Athim. Most people won't miss this one. It's the chest right next to the figurine at the very end. Which means I must've missed the Loyal Friend one (it drops as a small chest on the ground after killing one of the boss enemies, i saw it on youtube), so now I get to cry because there's no way to retrieve it and complete the weapon for rage regen.
Aren't we still missing one to get it to Legendary?
Locations are: VeilJumpers Merchant Black Emporium Quest: Unwanted Guest (you only get one chance at this location) Quest: Loyal Friend (where Harding first uses her powers)
