On Beach (Day) research level 3, you'll find Blastoise sleeping on the beach shore of the final area. Hit it with fluffruit to wake it up. Make sure to capture its reaction to achieve 1 Star Diamond.

After waking Blastoise, throw an Illumina orb at Blastoise to make it start shooting water out of its cannons. Snap a photo of Blastoise shooting the water in order to achieve the 3 Star photo.

Star Meaning and How to Get a High Star Rating
To achieve a 4 Star Diamond photo of Blastoise, you'll need to have it blast off from the whirlpool with Squirtle riding its back.
In Reef (Evening), throw a fluffruit beside the Squirtle on top of the rock closest to the whirlpool. Immediately after, a Wingull will swoop down to get the fluffruit, which will knock the Squirtle into the whirlpool. When the Squirtle gets completely sucked into the whirlpool, start throwing Illumina orbs at the center of the whirlpool.
Eventually, a Blastoise will launch out of the whirlpool, with the Squirtle riding on its back. Snap a photo of this Blastoise when you're in front of it in order to achieve the 4 Star photo.
