During your research, you can find certain Pokemon with glowing patterns on their bodies. These are called Illumina Pokemon and their distinct markings are caused by what's known as the Illumina Phenomon.
You can find Illumina Pokemon in areas called Illumina Spots. These spots are unlocked after meeting certain conditions such as leveling up the Research Level of a certain course.

Meganium is the first Illumina Pokemon that you encounter in New Pokemon Snap. There are no particular steps required for it to appear, so you can take its photo once the Pokemon starts to reveal its glowing patterns.

Illumina Spot (Florio Nature Park) Walkthrough: List of Pokemon and How to Unlock

Milotic is the Illumina Pokemon found in Elsewhere Forest. Taking a photo of this Pokemon requires you to throw Fluffruits and Illumina Orbs to reveal its glowing patterns.

Illumina Spot (Elsewhere Forest) Walkthrough: List of Pokemon and How to Unlock

You can find two Volcarona in the Volcano's Illumina Spot. Much like Milotic, you need to throw Fluffruits at it first to dissipate the fire and then throw Illumina Orbs for its glowing patterns to appear.

Wishiwashi is located at the Lental Seafloor's Illumina Spot. The Pokemon can be found in its Solo Form upon starting the course. You need to throw Illumina Orbs at them to transform into its School Form and take its photo.

Steelix is the Illumina Pokemon found in the Cave's Illumina Spot. This Pokemon moves fast, making it one of the trickiest Illumina Pokemon to take a photo of.

Xerneas is the last Illumina Pokemon that you encounter and can be found in the Ruins' Illumina Spot. Accessing this spot requires you to light up all the crystablooms in the Ruins.
