Should You Pull for Minasumari?
Pull If You Struggle Against Sniper Units
Minasumari is very powerful against Sniper units, as her Wildcat Hunt ability becomes unavoidable and hits for extra damage when targeting sniper units. A lot of the most popular witches in the game that you'd often go against are snipers, like Cordie and Primavera. You'll often encounter a team of 1 Cordie and 4 supports in PvP, and Minasumari is very powerful against team compositions like these. If you find yourself struggling to fight Cordie, Primavera, or other snipers, consider pulling for Minasumari.
Try to Get Multiple Copies
As with most other witches, Minasumari's true potential shows only after you've leveled up and awakened her multiple times. She becomes a very solid counter only when her skills have been leveled up. If you do decide to pull for her, make sure to stock up on multiple copies of Minasumari before it's too late. She is an SR (Limited) character, so you'll only have a small window to stock up.
Pull if You Want Durable Teams
When Minasumari or an ally is attacked, the physical damage Minasumani deals increases according to the number of attacks received, making her a recommended attacker. Aside from that, she also benefit from her ally being defeated. This makes her a stronger unit. Aside from that, she also grants [Stealth] to an ally with the highest ATK. If you pair her with a DPS that doesnt have a shield or any defensive skills like Florence, she can benefit from being stealthy, giving them opportunity to evade attacks while dealing damage.
Pull If You Want To Experiment With New Team Comps
Minasumari is a little bit of a niche pick, as she excels against snipers and she's at her strongest after she's received buffs from her allies dying. Normally, you'd want to avoid having your allies die. However, if you like to tinker with different lineups, Minasumari might just be a good centerpiece or key witch in your new team comp.

As a beginner, you have to focus on the units that can help you progress through the Main Quest. If you like Minasumari's overall aesthetic or skillset, then feel free to pull for her.
Average Against Non-Snipers
Minasumari doesn't really shine outside her niche of being a sniper counter. A lot of other witches pack a meaner punch, provide better utility, or tank better. It's difficult to give Minasumari a spot on your team since you likely have better witches who deserve to be rostered more. It also doesn't help her case how she needs to be attacked to receive her ATK buff from her Memory of Red and White ability, as we typically want to avoid having members of our team die as much as possible.
If You Don't Have Enough Diamonds To Spend
As with other SR (Limited) units, you'll need to spend quite a number of diamonds to be able to pull multiple copies of her. You'll also only get a small window to do so, as the banner you could get her at wouldn't be available for too long. If you do decide to pull for her, ensure that you have a good amount of diamonds to spend.
