Rogues on the Run can be unlocked once you reach Trailblaze Level 21 or above and have completed Inquisition to Rectitude mission.
Inquisition to Rectitude Mission Guide

| 1 |  Head to the bottom of The Shackling Prison with Hanya and Dan Heng to investigate the status of the Yaoqing messenger. |
| 2 |  Restore the passage between the prison's floors. |
| 3 | Continue heading down to the bottom of The Shackling Prison to investigate the status of the Yaoqing messenger. |
| 4 |  Look for Xueyi's tracks in the mess. You can find Xueyi besides the statues near Hoolay's prison cell. |
| 5 |  Pursue the jailbreaker's trail. |
| 6 |  Lower the bridge to restore the passage between the prison's floors. |
| 7 | Continue pursuing the jailbreaker's trail. |
| 8 |  Defeat the invinsible intruders. Bring AoE characters with Ice, Wind, or Imaginary element for this fight. |
| 9 |  Rotate the path to restore the passage between the prison's floors. |
| 10 |  Speak to the Yaoqing messenger. |
| 11 | Continue again with pursuing the jailbreaker's trail. |
| 12 |  Restore the passage between the prison's floors. |
| 13 | Resume the pursuit. |

| 15 |  Push through the waves of enemies to reach Hoolay. |
Bring Wind, Lightning, and Imaginary character to fight the Howling Casket. When Howling Casket inflicts the Terror Grip debuff at your allies, simply attack the Howling Casket to dispel it.
