    I find him to be very hard. Cant beat in higher levels yet, and he is necessary to level up Dr Ratio.

    You can find these guys in the open map, usually sitting in shipping crates. I found one just north of the 'Passage to the Finery Foundry' Teleport point in the Artisanship Commission. And another further north from that one just north of where Master Gongshu sets up his repeatable puzzle.
