A Shroud Over the Light Objectives

Investigate the Disappearance of the Shadow Dragons

Search the Pawn Shop for Clues

Upon arriving at the Shadow Dragons hideout, exit the eluvian room to encounter Venatori in the Safehouse. Eliminate all enemies and leave the hideout, and read the note on the bloodstained floor by the broken table.

Search the Market for Clues

Head out and follow the quest marker until you reach Urthemiel Venue. Break the boxes by the southern wall, near the ritual circle. Read the note on the floor to continue the quest.

Go to the Dockside Jail

Continue eastward, climbing up the ladder and heading down the elevator in Central Market. Head left upon exiting the elevator, and defeat the Venatori in the area. Examine the Shadow Dragon corpse afterwards.

Talk to the Informant

Return to the entrance of Dockside Jail and speak to the NPC when prompted. He will mention the status of Lorelei, the shopkeep of the Pawn Shop, and urges Rook to hurry. Fast travel to the Safehouse beacon after the exchange.

Investigate Suspicious Activity at the Docks

Follow the quest marker down south, until you arrive at the Parthenius Main Docks. Eliminate the Venatori and destroy all three crystals above to break the barrier. Enter the room and investigate the corpses to finish the quest.
