Conde will give you unique comments when wearing the Green Tunic if you talk to him after the events of the Rift on Holy Mount Lanayru main quest.
To get the Green Tunic, you need to finish The Titan's Final Gathering which is the 15th and final stage of the Slumber Dojo.
You will need to complete the prior stages to unlock this stage.
