Conde will give you unique comments when wearing the Cat Clothes if you talk to him after the events of the Rift on Holy Mount Lanayru main quest.
During the Questioning the Local Cats side quest in Kakariko Village, you will speak to a woman who has the costume.
She will want you to dig a secret stash in the village on the other side of town. You will need to use Echoes such as Grilled Fish and Holmill to get the stash and receive the outfit.
