In the oasis of Sands (Day), you can find a Hippowdon wading in the waters. Take a photo of the Hippowdon as it enjoys the fresh water to get a 1 Star photo.

In the main route of Sands (Day), you can find two Hippowdon to the left of the path as you pass by the oasis. Toss a Fluffruit near the second Hippowdon and wait for the Pokemon to approach the fruit. Take a photo of Hippowdon as it eats the Fluffruit.

As you pass through the main route of Sands (Day) at Research Level 1, you can find two Hippowdon to the left of the path as you pass by the oasis. Use the scanner as you approach the second Hippowdon. After a few moments, the Hippowdon will release sand from the holes on its back. Take a photo of the Pokemon as it is releasing sand.

To take a 4 Star photo of Hippowdon, you need to follow the steps to completing the Oasis Buddies request and take a photo of the Pokemon while Torchic is riding on it. Make sure that the focus of the shot is on Hippowdon when taking the photograph.
