To take Cleffa's 1 Star Photo, start River (Day) at Research Level 3 and take the alternate route through the glowing cave. Note that you need to unlock the alternate route in River (Night) first to access the same route in River (Day).
Inside the cave, throw one Illumina Orb at the first Crystabloom. Once Cleffa appears from the tall grass, take a photo of the Pokemon without interacting with it to obtain its 1 Star Photo.
