Wavestrider Captain is a DPS relic that can be used by units that can attack outside their turn to maximize the use of the buff since it only lasts for 1 turn. This is best used with characters that attack off-turn with counterattacks or characters with a strong Ultimate.
Do note that in order for this relic to work, you need allies that can frequently target the wearer with buffs, shields, or healing.
