Use the Cultural Corridor Space Anchor and you'll see Harrison near a balloon and some TVs.

Approach Harrison and talk to her. Proceed with the dialogue then once the option to use Clockwork is available, use it on him.

Use Clockwork on Harrison

Use Clockwork on Harrison to change his emotions. He'll start with the Happy emotion, so change it to whichever you want then proceed with the dialogue. Once you're done, use Clockwork on him again.
