Explanation
Yet Hope Is Priceless is great for Jade as it can greatly increase her Follow-up attack damage. Jade's playstyle also allows her to consistently trigger its ability that lets her Ultimate and Follow-up attacks ignore enemy DEF.
Other units who do Follow-up attacks like Himeko, Herta, and Jing Yuan can also take advantage of the CRIT Rate and follow-up attack buffs if they have enough CRIT DMG stats.
Is Yet Hope Is Priceless Worth It?
Amazing for Jade
Yet Hope Is Priceless provides CRIT Rate, increases Follow-up attack DMG, and allows Ultimates and Follow-up attacks to ignore enemy DEF. This makes it very good Light Cone for Follow-up attack units.
With the conditions required to maintain and boost the Light Cone's ability, Yet Hope Is Priceless is especially tailored for Jade's kit.
Should You Pull?
Yet Hope Is Priceless works best with Follow-up attack characters, but it'll be trickier for units aside from Jade to keep the DEF Ignore effect active. They'll also need a lot of CRIT DMG to get a significant Follow-up attack DMG increase.
Unless you're pulling this Light Cone for Jade, you may want to stick with other recommended options for the meantime. However, it can still be a viable upgrade if you're lacking in good Light Cones for your Follow-up attack units.

A disclaimer should be placed on the other characters who can use it, namely that Herta pulls ahead since her E1 favors using her basic to build SP against low HP units and allows her to activate the defense ignore more optimally. Himeko can use this without any particular drawback or bonus. Jing Yuan however has to make a consideration since using his basic will interfere with his ability to build stacks for the lightning lord, making the benefit of the defense ignore come with a tradeoff.
