You can find the Mini-Neutron Bomb at the Central Starskiff Haven, just west of the Starskiff Jetty space anchor. You can find it inside a pile of boxes.
Go to the area near the Dragonprayer Terrace entrance at the Alchemy Commission in The Xianzhou Luofu. Once you arrive at the location, Jing Yuan will send you a text message concerning the Mini-Neutron Bomb.
Alchemy Commission Chest Locations
If you decide to hand over the bomb, you can do so by traveling to the Seat of Divine Foresight at the Exalting Sanctum in The Xianzhou Luofu. Talk to Qingzu inside and select the dialogue option, "Jing Yuan told me to give this to you."
After a brief exchange, the bomb will explode, and you will wake up to Bailu at the Alchemy Commission. From there, you learn that the bomb was made by none other than Sampo.
If you decide to throw the bomb away in the body of water near the Dragonprayer Terrace entrance, you'll be prompted to surrender six Praise of High Morals. The bomb will not explode after throwing it away and you'll get three Praise of High Morals back. Note that you can still do this even after solving the Navigation Compass puzzle nearby!
After throwing away the bomb, go to the Seat of Divine Foresight at the Exalting Sanctum. Interact with Qingzu inside and select the dialogue option, "I've destroyed the dangerous parcel."
How to Use Praise of High Morals
The Mini-Neutron Bomb is a reference to the Small Thermonuclear Device in Death Stranding and is also meant to be an easter egg.
After reporting to Qingzu, you'll earn the achievement called How I Learned to Stop Worrying!
