Obtain a Dirty Mechanical Part

Honkai Star Rail - Frowning Young Man
To get the Dirty Mechanical Part, talk to Pawnbroker Handian at the Central Starskiff Haven in The Xianzhou Luofu. Afterward, just in front of the Pawnbroker shop, you can talk to a Frowning Young Man, to which you can give the item and receive the Old Tin Box.

Honkai Star Rail - Head to Spare Time Book Shop
Once you obtain the Old Tin Box, Head to the Spare Time Book Shop at the Exalting Sanctum in The Xianzhou Luofu and listen in to the conversation between the Sad Woman and Yinshu.

After a brief dialogue, give her the Old Tin Box to receive A Bottle of Draconic Tears. Talking to the Sad Woman again will give you a hint on where to go next.
