Gallagher is more useful, as he can heal AND work as a sub-dps, but I think they're still equal (if you don't factor that gallagher is a 4 star and luocha isn't)

if you don't have a good erudition unit, I'd say pull for him. he's really good at pf (he's a monster, don't listen to prydwen lol coz he's defo better than Acheron in there), and were decent at moc.

you can build luocha with BE ll be same as galagher in RM and HMC team ;)
because he is broken with great healing and also damage mixed on his kit, I agree huohuo is kinda on par with him, but RM, Gallagher and Harmony MC on a team can do crazy damage for a variety of content that matters like PF or AS, Luocha can't carry those modes for his life.
