Allowing Dampe to build the Tocktorok Automaton will also initiate the Explosions! Galore side quest.
During this quest, you'll discover the other key ingredient needed to create Tocktorok, the Blastpowder Soil.
How to Get the Tocktorok Automaton
Complete Automaton Engineer Dampe Side Quest
To begin building Automatons, you must first complete Dampe's side quest, Automaton Engineer Dampe.
This will unlock Dampe's Journal, allowing you to create additional Automatons.

Bring Echoes and Items to Dampe

To get the Tocktorok Automaton you will need to talk to Dampe. He will provide you with vague descriptions of Items and Echoes that you need to summon on the platform in the center of the room.
For this Automaton, the required Items and Echoes are Octorok and Blastpowder Soil. Octorok Echoes can be learned from Hyrule Field, and the Blastpowder Soil item can be obtained from completing The Fireworks Artist
Side Quest in Goron City.
