To start locating the Blastpowder Soil, begin the Explosions Galore! side quest by speaking with Dampe.
He will ask you to find an Octorok and a Firework to help him create the Tocktorok Automaton.
Explosions Galore Quest Walkthrough
Before the Blastpowder Soil becomes available, you must unlock The Fireworks Artist side quest.
This is only accessible after completing the main quest The Rift on Eldin Volcano.
Talk to Basa in Goron City, and he will provide instructions on obtaining the Blastpowder Soil in Eldin Volcano.
The Fireworks Artist Walkthrough
Climb as high as possible on Eldin Volcano and look for golden flowers, which mark the presence of Blastpowder Soil. These can be found in the northwestern part of Eldin Volcano.
Use Echoes to scale the cliffsides and gather the Blastpowder Soil from the glimmering spot near the golden flowers.
