Equipping the Terra Tiller allows you to customize development zones in Rune Factory: Guardians of Azuma (RFGoA). Read on for a guide on how to use Terra Tiller, everything you can do with it, and where you can use it for customization.

With the Terra Tiller equipped, you can easily clear rubble of all shapes and sizes, including rocks, stones, and destroyed furniture. Simply go up to a piece of rubble and press the assigned button to remove it.

In order to create farmland where you can plant crops, you will need to open the Building Menu and place the Field Tile on your desired squares. Once placed, these field tiles are all ready to be planted on.
You can also place other tiles you have on hand onto the ground such as path tiles, but these are mostly decorative.

If you need more terrain tiles, you can ask Woolby to craft them for you. While you have the Terra Tiller equipped, press the assigned button to call Woolby (down on the controller D-pad).
Woolby can only craft tiles that you've learned the recipe for, and you must provide the required materials for each recipe. Woolby can also craft some of the materials needed for tiles such as Rich Soil and Red Soil.
To plant your seeds and saplings, enter the Building Menu, and select what you want to plant. Seeds must be placed onto field tiles, but tree saplings can be planted on bare terrain.
Farming Guide: How to Manage Crops

The buildings and decorations you have can be seen on the Building Menu. Open this menu, and select the object you want to place. Find a nice spot for it within the development zone, rotate it if needed, and place it down.
Buildings in the development zone can grant village bonuses, which can give you stat boosts.
You don't have to stress too much when placing anything in your development zone. Any buildings, decorations, and even planted trees can be easily moved or removed using the Terra Tiller. Simply go up to the object, and press the Move button to pick it up to move elsewhere or the Remove button to return it to your Building Menu.
For terrain tiles, you will need to remove them first and then place them onto their new square in order to move them. All removed objects safely return to the Building Menu, ready to be placed again in your development zones.
The Terra Tiller can only be used in development zones. This is the large, open space in a village that may have large rocks, wooden debris, and some tilled or pathed land.
Each village is expected to have a customizable development zone, though it may be possible to unlock additional development zones in villages as you progress through the story.
The Terra Tiller is unlocked early on in the game. After reviving the sacred tree and making Ulalaka appear, Sakaki will make you the chief of the Spring Village, hoping you can revitalize it.
Woolby will help you with that goal by giving you his sacred treasure, the Terra Tiller. You will then be free to use it to customize development zones. However, you may need to progress the story a bit more to get buildings and decorations that you can place.
