How to Unlock Kai
Complete The Valiant Herald of Rebellion Main Quest
Although Kai appears as soon as you reach Autumn Village, he will only give one or two lines when interacting with him.
You need to progress the main quest until you reach The Valiant Herald of Rebellion to unlock him as a party member and romanceable character.

How to Romance Kai
Reach Bond Level 7 with Kai
Give Kai gifts and choose Hangout Choices that they like and love to raise their Bond Level quickly to Level 7.
Complete Kai's Bonding Quests
You also need to complete Kai's Bonding Quests before you can ask them out on a date. The first Bonding Quest will unlock after reaching Kai's Bond Level to Level 3.
You can check the requirements of their Bonding Quests on the Quests screen.

Choose I love you! Dialogue Option to Confess to Kai
After you complete the two prerequisites, speak with Kai and choose the "I love you!" dialogue option. This allows you to set nicknames for each other and unlock the next set of Bonding Quests.
How to Marry Kai
Raise Kai's Bond Level to Level 10
The first requirement to marry Kai is to raise their Bond Level to Level 10.
Give them Gifts and choose Hangout Choices that they like and love, and bring them as a party member to increase their Bond Level.
You must also complete all of Kai's Bonding Quests. Note that some Bonding Quests require you to advance the main story, so make sure to progress the main quest while raising their Bond Level.
Plant a Plum Tree and Make Divine Spirits
After reaching Bond Level 10, Woolby will talk to you about marrying Kai.
You will receive a Red Plum Tree sapling if your player character is Subaru or a White Plum Tree sapling if you are playing as Kaguya. Head behind the village shrine to plant the sapling. Head behind the village shrine to plant the sapling.
To craft the Divine Spirits, you need one Rice and one Wisteria.
Invite Kai to the Fateweaver Shrine
Wait a few days, take the tree branch from the Red Plum Tree or White Plum Tree, and cook the Divine Spirits. Talk to Kai and choose to invite them to Fateweaver Shrine.
Doing so will let you marry Kai. Note that all intimacy levels with other characters will be removed, as you will be committed to your partner from this point.
