Found at Skies of Azuma
Ikaruga can be found within one of the Islands in the Skies of Azuma, and is fought during the main quest The Astronomer, after the interaction with Pilika.
To fight Ikaruga again, simply interact with the violet orb in the boss arena to initiate the rematch.

Cannot be Befriended
Ikaruga is a unique Boss that cannot be befriended. Befriending Ikaruga from this encounter is impossible, and Ikaruga will instead be available as a romanceable NPC after defeating him.

The Cyclone Blade is a long sword with high attack power and wind attack, which works effectively against Ikaruga, since it has a weakness to both Wind Attacks.
Bringing the Talismans of Torrents as a secondary weapon allows you to deal damage to Ikaruga from afar, since the Talisman has a ranged homing attack, and its Wind Attack allows you to damage its toughness consistently.

The Ninja Mask, Aquamarine Pauldron, and Soldier's Proof are all equipment that can be crafted from recipes found before fighting Ikaruga.
Equipping all three increases your defensive and offensive stats, allowing you to tank more hits and deal more damage to Ikaruga during the battle.

Bringing a team consisting of Iroha, Hisui, and Ulalaka provides a defensive team comp, allowing you to not worry about receiving damage while Ikaruga is not stunned.
With a high enough bond, Kurama will perform various Wind Dances, and Matsuri and Murasame can provide high damage using their Long Swords.

Upgrade Sacred Fan Skills
Upgrading your Sacred Fan Skills is a great way to make the boss battle easier.
For the Long Sword, try to prioritize Blessings of Wind nodes for the Sacred Fan to boost overall WInd Damage.
Use Sacred Fan Dances
If you have the means to consistently restore RP, you can repeatedly use the Fan Dance Attacks to quickly fill up the Boss' stagger meter.
This is especially helpful if you do not have a strong Wind Weapon to use against Ikaruga.
Bring Lots of Recovery Items
Ikaruga has very powerful attacks, and coming underleveled and unprepared can make the fight significantly harder.
Stock up on healing and food items by purchasing or cooking before challenging the boss!
Use Tengu Winds When Stunned
During the Ikaruga boss fight, you can use Tengu Winds once it's stunned to deal more damage.
Ideally, your goal is to build 2 charge bars using attacks before the boss is stunned. Once it's stunned, use up all your charge bars by performing Dances, to deal massive amounts of damage quickly.
Aim for Perfect Dodge
Performing a Perfect Dodge gives you a brief window of opportunity where the monster is slowed, allowing you to freely perform your combos.
During the Ikaruga boss fight, perfect dodges are more important compared to previous boss fights, since its attacks deal significantly more damage, and has shorter wind-up times.

Defeating Ikaruga for the first time unlocks him as a romanceable NPC that will roam the villages.
Unlocking Ikaruga as an NPC allows you to complete his personal requests, and even add him to your party.
Ikaruga Romance Guide and Favorite Gifts
Various Item Drops
Challenging and defeating Ikaruga again drops Silver and Amber. Fighting Ikaruga in later on as a rematch will yield the same rewards.
