How to Unlock Ikaruga
Complete The Astronomer Main Quest
To unlock Ikaruga as a party member and romanceable character, you need to complete The Astronomer main quest.
Progress through the two main quests, The Astral Shrine and Time to Rest until you have The Second Meetings of the Gods as an active main quest. From there, Ikaruga will now apppear as a villager on the map.

You can meet Ikaruga early on near the God Shrine at 10:00PM in Spring Village. However, he cannot be interacted with as a villager and will have "???" as his name.

How to Romance Ikaruga
Reach Bond Level 7 with Ikaruga
Give Ikaruga gifts and choose Hangout Choices that they like and love to raise their Bond Level quickly to Level 7.
Complete Ikaruga's Bonding Quests
You also need to complete Ikaruga's Bonding Quests before you can ask them out on a date. The first Bonding Quest will unlock after reaching Ikaruga's Bond Level to Level 3.

Choose I love you! Dialogue Option to Confess to Ikaruga
After you complete the two prerequisites, speak with Ikaruga and choose the "I love you!" dialogue option. This allows you to set nicknames for each other and unlock the next set of Bonding Quests.
How to Marry Ikaruga
Raise Ikaruga's Bond Level to Level 10
The first requirement to marry Ikaruga is to raise their Bond Level to Level 10.
Give them Gifts and choose Hangout Choices that they like and love, and bring them as a party member to increase their Bond Level.
You must also complete all of Ikaruga's Bonding Quests. Note that some Bonding Quests require you to advance the main story, so make sure to progress the main quest while raising their Bond Level.
Plant a Plum Tree and Make Divine Spirits
After reaching Bond Level 10, Woolby will talk to you about marrying Ikaruga.
You will receive a Red Plum Tree sapling if your player character is Subaru or a White Plum Tree sapling if you are playing as Kaguya. Head behind the village shrine to plant the sapling. Head behind the village shrine to plant the sapling.
To craft the Divine Spirits, you need one Rice and one Wisteria.
Invite Ikaruga to the Fateweaver Shrine
Wait a few days, take the tree branch from the Red Plum Tree or White Plum Tree, and cook the Divine Spirits. Talk to Ikaruga and choose to invite them to Fateweaver Shrine.
Doing so will let you marry Ikaruga. Note that all intimacy levels with other characters will be removed, as you will be committed to your partner from this point.
