Give Matsuri gifts and choose Hangout Choices that they like and love to raise their Bond Level quickly to Level 7.

You also need to complete Matsuri's Bonding Quests before you can ask them out on a date. The first Bonding Quest will unlock after reaching Matsuri's Bond Level to Level 3.
You can check the requirements of their Bonding Quests on the Quests screen.

After you complete the two prerequisites, speak with Matsuri and choose the "I love you!" dialogue option. This allows you to set nicknames for each other and unlock the next set of Bonding Quests.

The first requirement to marry Matsuri is to raise their Bond Level to Level 10.
Give them Gifts and choose Hangout Choices that they like and love, and bring them as a party member to increase their Bond Level.
You must also complete all of Matsuri's Bonding Quests. Note that some Bonding Quests require you to advance the main story, so make sure to progress the main quest while raising their Bond Level.

After reaching Bond Level 10, Woolby will talk to you about marrying Matsuri.
You will receive a Red Plum Tree sapling if your player character is Subaru or a White Plum Tree sapling if you are playing as Kaguya. Head behind the village shrine to plant the sapling. Head behind the village shrine to plant the sapling.
To craft the Divine Spirits, you need one Rice and one Wisteria.

Wait a few days, take the tree branch from the Red Plum Tree or White Plum Tree, and cook the Divine Spirits. Talk to Matsuri and choose to invite them to Fateweaver Shrine.
Doing so will let you marry Matsuri. Note that all intimacy levels with other characters will be removed, as you will be committed to your partner from this point.
