Weapon and armor recipes can be mainly obtained by interacting with Wayside Shrines, and Frog Statues. These can be found all over Azuma and are marked with an icon on the map.
You can also obtain special armor recipes from romance candidates after reaching Bond Level 3 or 4.

Blacksmiths will become available after completing the Blacksmith Brouhaha 2 quest during the Spring Village story. You will need to construct a Blacksmith building to be able to forge new weapons and armor.
Blacksmith Recipe and How to Get

Villagers with the Villager Quality Journeyman Smith are the only ones who can become Blacksmiths. Even if they have a Trader quality, regular villagers cannot run a Blacksmith.
To make new villagers move in, you will need to level up your Village or evict Slacker villagers.
Villager Qualities and How to Assign Jobs

You can strengthen armor stats by upgrading them in the Blacksmith. This way, even armor that was obtained early on can still be powerful.
