Head to the Dromas Workshop in Okhema to find Wealthy Liluder berating an outsider. Diffuse the situation the best you can before Soctires steps in.
Eternal Holy City Okhema Guide

Look for Soctires in the Baths

HSR - Talk to Soctires
Go to the highlighted area in the Marmoreal Palace to talk to Soctires. Pick whatever option you like.

Defend the Refugees

HSR - Defend the Refugees
Head to Janusopolis and defend the Refugees. After defending them, Soctires will ask you to buy food.

Buy Food in Okhema

HSR - Buy Food
There are three vendors that you can buy food from in the Marmoreal Market:

Kyros The best quality fruit, vegetables, and ready-to-eat food.
Credit Icon.png8,000 Credits
Demetria Passable quality bread, meats, vegetables, and fruits
Credit Icon.png4,000 Credits
Cunning Merchant Shriveled vegetables, strange meats, and stale bread
Credit Icon.png2,000 Credits

We highly suggest buying from Demetria, as her food is a good balance of price and quality. Deliver the food back to the refugees in Janusopolis, and you will receive an apple from the them.

Talk to Soctires in Okhema

HSR - Talk to Soctires
Head back to Okhema and talk to the detained Soctires. During the talk, he will mention that he wants to eat an apple. Give the apple you received from the refugee to him.

Present Your Stance About the Refugees

HSR - Present your Stance
Soctires and his case will be presented to the public. You will see a flashback of all of your choices throughout this quest before being allowed to pick who to side with.

Choose to side with Scholar Palaten and say that Soctires' sentencing should be suspended.

Debate with the Merchant

HSR - Debate with the Merchant

You will now have to defend Soctires in a debate. There are a total of 3 turns in this debate. Choose the following options to win:

  1. He stood to gain nothing from his acts.
  2. I suggest you learn from Kephale's virtues.
  3. What about after the war, then?

After the debate, Aglaea will step in, and the quest will end. You can then talk to Aglaea, who stays in the area for a while.
