Absolute Failure Prescription can only be obtained from the Chaos Medicine Box, a treasure chest with red smoke that appears from time to time in any domain.
You must have the Pleasant Surprise node from the Inspiration Circuit for the box to appear. Upon opening the box, you will have a chance to get the Curio randomly.
Use Inspiration to unlock the Pleasant Surprise Node in the Inspiration Circuit, which allows the Chaos Medicine Box to appear in domains.
Additionally, obtaining the Struggling Color Curio guarantees the appearance of the Chaos Medicine Box so it is good to have if you are searching for it.
