Perfect Timing gives the wearer an Effect RES buff once equipped. It also provides additional Outgoing Healing based on Effect RES.
Along with Perfect Timing's decent base stats, it gives characters like Luocha some resistance to debuffs due to the extra Effect RES.
If you are planning to use Broken Keel as the Planar Ornament of your healer, this Light Cone will help reach the Effect RES requirement!
Is Perfect Timing Worth It?

If you pulled Perfect Timing, we recommend upgrading Perfect Timing especially if you're using Broken Keel and the Effect RES substats of your Relics are not enough to reach the Effect RES requirement!

I'm new to this game and I don't know who to pick for the free 5 star despite I saw other players recommend ruan mei. But when I was doing my first pull this thing come and immediately picked luocha.
