Chorus provides average base stats since it's a 3-star Light Cone. Chorus' ability buffs everyone's ATK permanently which is great. Due to its constant buff, Chorus can be equipped by Harmony characters and can be a backup Light Cone during the late game.

Does the effect last until the battle ends? oh and is this better than the 4 star harmony light cone in forgotten hall for tingyun

Pretty obvious that it means that two Chorus cones don't stack. WIth all other abilities it does stack
