You can farm alot of Bubble Kelps if you swim and spin through the underwater grass in Jabul Waters.

It is recommended to equip Survey Scope or Survey Binoculars, Zora Scale, and Zora Flippers to increase your chances of getting Bubble Kelp while having more time to swim underwater.

The Bubble Kelp ingredient can also be consumed as is to restore 0.25 Heart in a pinch. However, you will get much better use out of it by blending it into a smoothie, so it's better to rely on other methods of gaining HP, such as creating a Bed Echo and resting in it.
