Part 3 Throw a Illumina ball at it and it's little lantern ball will glow and it'll break free from the Frillish. Just make sure to take the picture the moment Lanturn breaks free, otherwise it doesn't count. Also, make sure the focus is the Lanturn, not the Frillish.
Part II Next look for the blue and pink Frillish standing on a ledge (Look down). At this time, a bunch of Pokemon will be swimming up, including a giant Wailord. Right after the Wailord passes, just under the ledge that the Frillish was floating on, they will have captured the Lanturn between them.
Only available on Undersea Level 3. Take the left fork into the path that goes to the down to the sea depths. In the long grey stone tunnel that goes down, you should find a lone Lanturn. It'll be swimming below the level of the Crystabloom that has a Lumineon and some Finneon next to it. Throw a Illumina ball at it before it starts swimming up. Throwing the Illumina ball at it will make it swim down being chased by a Sharpedo.
