For the 1 Star photo of Frillish, simply snap a close-up photo of Frillish floating in the water. It's better to do this at the main route of Undersea research level 2, as the Frillish float extremely up close to you, which will allow you to score more points on the photo.

For a 2 Star photo of Frillish, go to Undersea research-level 3. Before ending the course, look behind you and you'll find a bunch of Frillish. Once Frillish faces you, throw a Fluffruit at it and take a close-up photo to achieve 2 Star Diamond.

At the end of the main route on research level 2, you'll encounter a couple Frillish descending to the depths while holding a Magikarp. Snap a photo of the Frillish at this moment to obtain the 3 Star photo.

You can take this 4 Star photo while completing the request To the Bottom of the Sea. Click the link for a more detailed walkthrough on how to set up this scenario with Frillish and Alomomola.
In Undersea, hit the forward Alomomola among the 2 Alomomola swimming by the cave entrance on the main route. It will descend towards a smaller cave entrance and lure in a Frillish. Hit the Alomomola again as the Frillish is about to grab it. This will cause the Frillish to succesfully grab Alomomola. Snap a photo of Frillish at this moment to obtain the 4 Star photo.
