Go to the Grand Treasury in World's End Tavern

HSR - Let Out a Wistful Tweet Location

Teleport to the Grand Treasury Space Anchor in F1 of World's End Tavern. Proceed into the room until you're right outside the Stellar Jade room. You should see a bright painting to the right of the entrance and a familiar feather sticking out.

Yank it once you get close enough and you will get the Let Out a Wistful Tweet achievement after a brief dialogue with the origami bird.
