Thus Burns the Dawn is great for Destruction characters who can use SPD and utilize the Light Cone's DEF ignore. However, the Blazing Sun effect is situational for characters who don't have a transformation because it immediately gets removed when they get their turn.
Characters who are built slow, like Clara or Yunli can somewhat use the Blazing Sun effect, but they can't utilize the additional SPD bonus.
Is Thus Burns the Dawn Worth It?
Phainon's Signature Light Cone
Thus Burns the Dawn provides Phainon with SPD and DEF ignore, which allows him to get more turns or hit specific SPD breakpoints and deal more damage. The Blazing Sun effect increases his DMG even further, and he can utilize it fully thanks to his transformation after using his Ultimate.
Should You Get It?
Thus Burns the Dawn is great for Destruction characters who benefit from SPD and can utilize the Blazing Sun effect to its fullest. Without a transformation or if they're not built slow, most characters will have a hard time using it since it gets removed at the start of their turn.
If the character doesn't need SPD or can't utilize the Light Cone's bonus effect properly, then other Light Cones would fit better for them.
