Meet with the Council of Elders's Messenger
Begin by ascending the elevator, then speak with Lygus. After a while, follow Lygus to the Dawncloud for a cutscene.
Walk Around Before the Messenger Arrives
After the cutscenes, you'll find yourself in Dawncloud. While you wait for the messenger, visit two locations: east to speak with the Wizened Priest, and west to chat with the Young Scribe.
Listen to Cerces's Evaluations of their Murals
Then follow Cerces to the mural by the stairs and speak with her.
Follow the Messenger and meet with Elder Caenis
After talking with Cerces, a messenger will approach and ask you to follow her; simply follow her until you reach the end of the bridge.
Cross through Janus' Hidden Passage
Once you reach the end, you will need to use a device to travel to the other side. Simply interact with the device, and it presents a puzzle in which you must rotate the yellow particles on the screen to form an image.
Simply rotate the particles and keep an eye on the bar below to see if you're getting close to completing the image.
Keep following Caenis
Once you've passed through, keep following the messenger until you reach Caenis. Then, follow Caenis to the cube in the center to start a dialogue cutscene.
Speak with Lygus
After speaking with Caenis and Lygus, approach Lygus and follow him until you reach another hidden passage. Simply operate it in the same manner as before.
Continue Climbing the Mountain and Investigate the Phantoms
Once you've passed through, you'll have to climb a series of stairs and listen to phantoms along the way.
Continue Your Climb and Have an Audience With Kephale’s Divine Vessel
Once you reach the top, take the elevator to the yellow marker and talk with Kephale's Divine Vessel for multiple cutscenes, and the mission will be completed.
