How to Get Outlander's Anthem

Look for Lipos Riding a Dromas

HSR Outlander

To get the Outlander's Anthem hidden achievement, you need to find Lipos who'll be riding a Dromas along and large walkways near the Marmoreal Palace and Path of Parting Space Anchors at Eternal Holy City Okhema F1.

Listen to The Outlander's Ballads

HSR Outlander

Talk to Lipos and ask if he writes his own poems. Once he brings up a list of poems he's composed, select The Outlander's Ballads and go through the rest of the dialogue. You'll get the achievement after listening to his poem.
