Love in the Time of Black Tide can be unlocked once you reach Trailblaze Level 34 or above and have completed Distant Travelers, Listen to this World's Prayer mission.

Talk to Aelius and Nympha in F2 of Okhema. They will be on the the edge of a rooftop. Once you speak to them, the mission starts.

Head down and talk to Chartonus, Kyros, and Theodoros. |

Go to Marmoreal palace and activate the Fragments of Recollection to find Nympha. |

After learning what happened, you have to run back to the market and knock out the guard to free Nympha. |

Once the two profess their love, go outside of the Okhema City and say goodbye to them. |
