Gopher Wood is the real name of the Dreammaster, the mastermind pulling the strings in Penacony behind the scenes. He orchestrated the true plan of the Charmony Festival and left Sunday to see it through.

During the Small Town Grotesque mission, Sunday has a flashback to when he and Robin found an injured dove. A man with a “kind voice” joins them as they discuss how to take care of it.
This man is shortly revealed to be Gopher Wood, who took in Robin and Sunday as his own children. Although he entertains Robin's idealistic beliefs, he seems to take more of an interest in Sunday's cautious perspective.

Gopher Wood no longer has original body. Instead, he takes on the form of a crow and even has the power to take control of many members of The Family at once. They are his eyes and ears that help him keep watch on all of Penacony.
During The Great Train Robbery, Gopher Wood mentions to Acheron that he was attacked by a group of people in the past. This could be the reason why he lost his body.

Although he is the head of The Family, an organization that's meant to worship Xipe the Harmony, Gopher Wood's actual loyalty lies with Ena the Order.
Gopher Wood wanted to resurrect his fallen Aeon and bring Order to Penacony through the Charmony Festival. He planned to sacrifice Robin for this, but Sunday took her place instead in Everything that Rises Much Converge.
Everything that Rises Must Converge Mission

It's said that Gopher Wood is the inspiration behind the Penacony character, Old Man Wood. This can be seen in how some bookshelf items related to him often mention a tree.
In the Clockie: Dreamjoy Memoir event, you can receive an extra story for Old Man Wood. The character is described as a wise ally that eventually became stubborn and arrogant, causing many to go against him.
It's possible that Gopher Wood might've had good intentions in the beginning, but they were eventually warped by his obssession for attaining justice and protection in Penacony.
